Could be a bad coil. But, first, do a compression check on both cylinders. If they're not close to the same compression, it could be something else.
The coils on those tend to fail after years of service. They're not all that expensive, so replacing them won't break the bank. Try pulling spark plug wires, one at a time, while the engine is running and under load. If you pull a plug and the engine keeps running the same, that cylinder isn't firing. If you pull a plug and it dies or runs poorly, then that cylinder is firing.
You can replace both coils, points and condensers for under $100, so it's no big deal. But you must check compression before spending any money on that outboard.
