1960 Evinrude Upper Gearcase

I'm currently in the process of fixing up an 1960 Evinrude 18hp. Right now, I'm preparing to reseal the l-u. I noticed that the previous owner (or somebody over the last 60 years) sealed up one of the holes in the upper gearcase casting. My inclination is to remove the adhesive and open up the hole, as I'm fairly certain this is a drain hole. Before I do this I'm just hoping to get some second opinions. Maybe the person who did this knew what they were doing???

They did not know what they were doing.----It is to be OPEN to drain water..

That hole is a construction hole---used to locate the casting in a fixture for machining. Once all machining is done, it serves no further use. It does not go through--at least better not go through. Perhaps that is why somebody went to all the trouble to fill it ???
