1961 40hp evinrude lark fuel promblem

The bulb on the pressure tank will not pump up tight and I have gas leaking out of the exhaust. Does this mean that the diaphram on the fuel pump is leaking?

Yes, You need to rebuild your fuel pump. The diaphram has a hole in it. Kits are probably available here at iboats. If not, go to vintageoutboard.com.
