1962 Evinrude 28 horse tiller need help with throttle adjustment

Okay as it says above I have a 1962 28 horse short shaft tiller handle that I just got running but I need to know how to adjust the linkage for the throttle and all that if anybody can help me I would really really appreciate it I'm never really had to miss with any throttle linkage or controls like this because I always worked on motorcycles four wheelers stuff like that boat motors a little new to me they seem a little more complex than just regular old throttle it will idle and it will rev up but I don't know if I have the throttle linkage all set correctly and the timing cuz it adjusts itself somehow I'm not sure I'm just a noob needing some help from people that know what they're talking about

2-step process. (actually 3 for clarity)
1. The setscrew collar on the horizontal rod--loosen the setscrew and let it slide.
2.. Locate the pointer cast on the intake manifold, to the left of the roller. locate the mark on the brass cam that pushes on the roller. Slowly advance the throttle, watching the roller and mark. The roller should just barely start to open the carb when the mark aligns with the pointer (not the roller). Adjust as necessary.
3. Motor in forward gear, advance throttle till the full spark advance position (bangs up against the projection on top of the block). Do NOT advance beyond that point yet. Slide the set collar rearward as far as it will go and tighten setscrew. Now, further throttle advance will overcome the spring and kick the carb throttle wide open. That is WOT. backing the throttle off enough to allow the carb to partially close while maintaining full spark advance is "cruise throttle" to save gas. Hopefully. Depends somewhat on boar/motor combination.

Well hopefully I can get it done by what you're telling me so I'm pretty sure I know about what you mean which is better than what I had I really appreciate that you took the time to write this to help me I didn't know there was a place I could actually get somebody to help like this you are awesome I won't forget it and I will pay it forward to anybody else that might need help somehow as far as the door posting I don't know how that happened I tried to edit something and it posted again first time I've ever used this site other than just reading through other people's threads
