1963 10hp throttle lockout

I have a 1963 10hp Evinrude that won't throttle up when in either forward or reverse position because the throttle lockout is not disengaging. With the motor not running, I can manually pull out the lockout part to allow the throttle to advance to maximum in reverse and forward, but it won't stay in that position. Is there an adjustment I need to make, or is the lockout bent in toward the flywheel?

Is there a ciol spring about 2" long that pushes the lockout arm away from the block when shifted into gear?

There is a spring at the top of the arm but I was thinking that is pulling rather than pushing.
