1963 evinrude motor won't start. Have fuel and spark

Hi all,
I have an evinrude 40 hp 1963. Electric start,and hasn't run in 15 years but ran when I put it away. I have serviced hoses and carb. Not fuel pump yet. I have good spark on both cylinders and compression. But it won't even fire once with shot of starting fluid in carburetor or in spark plug holes. Doesn't seem to have any apparent crank case leaks either. Any ideas? Reed valves Etc?The service manual is very vague on trouble shooting this. It refers to "if it starts, etc. etc. etc. but nothing about if it doesn't start next steps. Anything would be appreciated.

If it will not pop using ether, you have no compression or no spark. Be aware that many motors catch fire when starting with ether. Do you feel air being sucked into carb when cranking?
