1963 Johnson 75hp Throttle cable question

Hi - I have a 63 Johnson 75 HP electric shift. I got it running smooth and I'm in the process of hooking up the throttle. Can anyone tell me what that red lever on the throttle housing does? Its says 'start' with an arrow pointing to the rear. I was assuming it was telling you to put the red lever back when starting...but why? I have a feeling it allows you to give the engine gas without putting it in gear...

Also, were can I get an exploded diagram/parts list for this engine?

any thoughts?

you are correct it is to increase the idle speed when starting and warm up.

part breakdown, not on web, you need a parts manual, and service manual, available here. these are repirnts of the original Johnson manual, great quality.
