Did that "someone" inspect the high speed orfice plug? It is in the very bottom of the carburetor bowl, deep in the hole behind the hex head drain plug. It has a tiny hole in it and it won't run if that hole is gummed up.

He has looked at it, and it seem to be very clean and nothing was gummed up.

Did you check for spark with a tester.Just having spark isnt good enough. It needs to be strong enough to be blue and jump across at least 3/8.After cranking ,do plugs look wet from gas.If not,Gas may well be the prob.Get a spray bottle and shoot mixed gas/oil into carb.NOT starting fluid

NO I have not use tester to check the spark plugs. Planning to get a new set and What is the correct spark plug gap for my motor.

Thank you for all your suggestion. Greatly appreciated.!!!!

Well, if you did the troubleshooting I suggested you can tell us if it started when you squirted fuel into the carb, and how long it ran.

What happened?

Ok spark plugs is installed but still won't start. I did not spray mixture of gas and oil into the carb cause gas do flow into the carb. I can smell and saw gas coming from carb.

we are wasting our time, if you are not going to do what we suggest, and report back. we are telling you the proper way of troubleshooting your motor. if you want to go out and spend money, or stuff you don't need. and be tinkering with it until it snows, go ahead.

Your outboard is very likely to have bad coils, need the pts. cleaned. You need to pull the flywheel and check your coils. And if they look good check how far they'll make a spark with your new tester when you get it. As you were told already, if it won't start after squirting some fuel in your carb, it's probably lack of spark. Once again, the year motor you've got has the universal magneto, I'm almost positive, and if the coils are original they need replacing whether they're bad or not.
good luck,

First of all I would like to say THANK YOU so much for all your helps. I'm greatly appreciated for all your suggestions. I a newfy to this new world on engine, started to like doing this. Well good news is engine running. Found out what reason which causes it not to run, I did not start the engine properly. Did not know you have to shift the throttle from start to fast while turning the ignition keys to give some gas (not sure that is a proper way do it, but it work). But now I have another problem once the engine is running when I shift the throttle to slow engine stall. Please help. ONCE AGAIN THANK YOU SO MUCH FOR ALL OF YOUR HELPS.

Your carb is dirty or out of adjustment. You larger needle valve is the idle.Turn in till it stops, then out 11/2 turns. The smaller on the bottom is high speed, turn out 3/4 of a turn.Start engine if it starts to die .turn the low speed clockwise,You need to adjust it til it idles when shifting. The high speed needs to be adjusted as you run carefuly while someone drives turn the needle until you get the highest speed.Turn slowly,it takes a while for engine to adjust to the changes.
