1964 9.5hp carb kit experience

I want to buy a 382048 carb kit for my 1964 9422R 9.5hp outboard. I have a couple concearns. I have found (2) parts diagrams for the carb. The difference that I can tell is the low idle needle assembly. (1) has a o ring and aspring. The other has washers and packing washers. My engine is the later. Does nobody know if the carb kit comes with both or just one type? Apreciate any help.

I have found that the carb kit 382048 comes with these packing washers.
