1964 Mercury 50 HP - A Few Questions

I just purchased a 14 footer that has a 1964 Mercury 50HP. It was an estate sale so I can't ask the owner any questions since he's dead.
I got the engine to start using fresh gas (87 octane) and 2 stroke oil mixed 34 to 1. The engine will idle but I can't figure out how to make it run any faster than idle. Keeping in mind it's still on the trailer. The bottom cable on the engine doesn't seem to do anything as it appears to be "fixed." I turn the key on the rear of the box to crank the engine. The black button above the key operates the choke. The black lever doesn't seem to do anything.
My questions are: What does the black lever do?
And, what does the bottom cable/fixture on the engine do?

The Black Lever Controls the Idle. One of the cables should be the Gear(the big white lever on the "merControl") and the another cable for the "revv" (pardon my english). the white lever should be in the middle to be in nuetral and forward to go forward and back to go in reverse. As i look closly at the picture the reason its fix(I THINK, cant really tell in picture) is because it moves the start of the cable not the end, sorta like the other cable(at the top)
