1965 9.5 HP Seashorse won't click into start position

Hello all, I'm new to the forum and a first-time boater. I recently purchased a boat with a '65 9.5 Johnson Seahorse. Took it out on the lake and it ran like a champ. Ran it for about 10 minutes. Shut here down, trolled a bit. Then I tried to restart the motor, but I couldn't get the throttle to turn to the start position in neutral. I could only get the throttle to the start position in Forward or reverse. By start position, I mean there's a red dot on the throttle that aligns with Stop, Shift, Start, Fast, Slow. Of course the motor will only start in neutral with the dot aligned at Start. But as I said before, when I try to turn throttle to start while in neutral it won't turn that far. Anyone had this experience before? Thanks.
