1965 9.5 sportwin only starts in gear

I have a 1965 9.5 hp sportwin that I haven't used in 20 plus years. Cleaned carb. starts with one pull, but will only start when its in forward, shift handle will only go to start position in when in gear. This is OK when in test tub but it scared the heck out of me when I had it mounted on my zodiac, almost threw me out. NOT SAFE any suggestions on whats wrong?

Does it go in neutral? Does it go in reverse? Does it start in reverse? When in neutral and trying to start it does it not pull (as in locked out) or does it pull as much as you can but just wont start?

It goes in all gears just like you asked, when in neutral all I do is pull no start.
Put it in forward, bang it fires up and away it goes full throttle.

fuel problem. those have a lock out so you can only advance the throttle so much in neutral. In forward you can get the throttle up all the way. If you are having to advance the throttle that much to start it the carb is more than likely not clean. How does it idle? Full speed.
