1965 Evinrude 60hp firing problem!!!!!!!!!!!

Well, its been awhile but i finally got the engine running, however, i have to constantly play with the choke in order to get her to stay running. When i crank it now, it will sound as if the battery is dead by skipping while i'm trying to start it. The battery is fully charged and brand new. I have rebuilt the fuel pump, points and condenser, and have everything good, but i can't get it to stay running. IS IT MAYBE AN AIR/FUEL ratio problem?????? Furthermore, i've been adjusting the little black tabs on the front of the carbuerator that are shaped like ovals, and getting different results everytime. Could it be timing, adjusting air to fuel, or what?????? Any help will be appreciated.

How long had the engine been sitting? It could be dirt/gum/varnish in the carbs, a misadjusted or heavy float, plugged fuel lines, plugged filter. Get a spray bottle filled a properly mixed fuel and spray it into the carbs. If it runs better you know it's too lean.

Remove the two hex head plugs from the bottom/front of the carburetor and look at the ends of them. Are they shiny bright with no coating on them? If so, put them back in, the carb is more than likely OK, at least till proven otherwise.

However if the plugs have any kind of varnish-like coating on them at all, the carb needs to be cleaned and put a kit in it while you are at it. The main jets are deep in the holes behind those plugs.

DO NOT remove the venturiis if you can avoid it. It requires a special tool to recenter them over the bores.
