1965 Johnson 18hp needle valve bushinh

Hello all, I have a 65 Johnson 18 hp . When trying to adjust the slow speed needle it would just spin and when I took it out the bushing came out with it. How do I reseat that bushing? Thanks

Pre-assemble the packing nut, packings,and bushing onto the needle, screwing the bushing on only a few turns. Now push the whole sub-assembly into the carb and tighten the packing nut enough to keep the bushing nut from spinning. Screw the needle in until lightly seated, then back it out 1-1/2 turns. Finally, tighten the packing nut enough to prevent the needle from spinning from vibration..

First thing might be to make sure that the needle spins freely in the bushing.------In the past I have used very fine lapping compound to do that procedure.----Then as stated the packing holds the bushing in and holds the needle from turning out of adjustment.
