1966 18hp runs ruff at low rpm

Pulled the old 1966 18 hp out of mothballs. It would not start easy and after a few minutes it shutdown, so I pulled the carb apart and cleaned it. Now it runs very ruff at low rpms . Could this be and ignition issue. I have not got recent engine experience. I worked on them in younger days so do not be afraid to mention the obvious.

The ignition coils could be bad.A very common problem.
You could check for spark. You can also check the coils
if you pull the flywheel.If they appear discolored or cracked or sweaty.
replace them.
