1966 evinrude big twin 40 exhaust cover/heat exchanger gasket.

Hi all, im working on a 1966 evinrude big twin. When i got the motor it was missing the pipe from the heat exchanger to the choke housing. All the parts i had for the automatic choke checked out ok and function properly so i got my hands on the pipe and hooked it up. All seemed to be working properly as the motor warmed up the choke butterfly opened fully. Today i took the choke cover off and noticed a fair amount of water inside the housing. Trying to figure out where the water came from i took the exhaust cover off to look at the heat exchanger my question comes here the 2 round gaskets for the heat exchanger were installed between the outside exhaust cover and the stainless inner cover. In the parts diagram it shows the gasket being between the spacer and the inner cover so i'm a little confused about where to install the gaskets.
