1967 johnson 18 hp tiller

I had this motor tuned up at a boat mechanics shop. My issue is with the "tiller" it rotates and the motor responds however the tiller handle rotates very hard. Is it something a mechanical minded guy can take apart, and what should I look for? The boat Motor Model is: FD 17-B.

Find out where it's binding. Sometimes it's the plastic handle binding, sometimes linkage rod where it goes through a bushing, sometimes armature plate. I'd start by removing plastic handle and lubing that up. I've just sprayed a bit of pb blaster under the handle to free 'em up too.
