1968 evenrude,18hp not starting

Motor was starting but would buck and backfire and stop. I cleaned the carb and it turned over once or twice and now I get nothing. plugs get real wet, not sure where to start with the carb needle. Maybe the problem???

Starting point is to confirm Strong Spark on both cylinders.
Spark tester $6-$10 at auto parts store. Should be able to jump 7/16 gap.

If this test fails, pull flywheel and clean/adjust points. Inspect coils. Test for spark before torquing flywheel down.

Yes, check for good spark and compression.

I had a model like that and two 15hp for around that year.
I would rule out the simple stuff carb clean and rebuild that have good spark and compression.
If still have trouble after that there is seal on bottom of engine if ruled out everything else. If that seal good bad the motor will be hard to start.
The motor has come off and the is and c clip spring and seal and seal holder.
I would first rule everything else out. I run into in about six different motor.

I checked the spark, and all good. pulled the fly wheel and looked at everything. how do i clean and adjust points?? I pulled the coils and inspected then.. Is there a way to test them as well??? when I put flywheel back on and tried it after adjusting the carb adjustment at throttle arm, it fired up. still backfires and shuts off, but I do now have it turning over.. Is it just adjustments from here, or could it still be points or coil???
