1969 Evinrude 85HP stator test

I checked the rectifier/regulator and it checked out bad so I replaced it. Stil no charging system or tach. I just checked the Stator as follows:

Disconnected the yellow leads...

Connected the meter leads to the yellow leads... 0.L

Connected one meter lead to yellow lead and one to ground... 0.L

Swapped yellow leads... 0.L

My meter is auto-ranging so I can't switch between high and low ranges.

Does this indicate a bad stator?

I haven't checked for ac voltage. Should I do that before condemning the stator and if so, how do I do that?
