1969 Evinrude Fastwin 18hp throttle question

My motor was bogging down whenever i would try to take off so I rebuilt the carb and replaced the points and condensors. Here is a link to my previous post dealing with all of that:

Today, my son and I took it out on a lake for the first time after doing the tune-up and now it starts great, runs like a charm, trolls better than it ever did, but won't get up to speed. It's sort of like the throttle needs adjusting. It seems to be only doing 50% at full throttle (but running smoothly). It wouldn't plane my 14ft deep V. I followed the procedure in the manual for setting the throttle linkage after doing the carb. Lord knows i probably did something wrong though.

Any guesses, ideas, or suggestions as to what I should do next? As always, I really appreciate all of the comments and advice i get from you guys.

Check to see if your throttle cam roller is on there,and that your buterflies are horizontal when you turn it to full speed.

Does the '69 have two needle valves? If you are not getting higher speed, it may be because the high speed needle valve needs to be adjusted. It may be running too rich.

Its got an adjustable needle valve on top of the carb which I played with while running it and I didn't notice an improvement in speed (I believe its for low speed). There is a fixed valve in the bottom of the carb which I believe is the high speed. What are the butterflies?
