1. bad wiring to terminals.
2. Bad powerpack.
3. Bad coil.
4. Stator has NO bearing on spark.
5. Clipper switch installed on this motor?
6. Neutral safety switch bad(doubt it though.)
7. Bad sensor wire like other person mentioned.
8. take flywheel off and inspect for damage on the plate-sensor-spark plug wires.
is the motor turning over? When you turn the switch to on, do you get volts going to pulse pack? I believe its terminal #7(purple wire). If you do, you should get a dva meter and then measure the output from the pulse pack when cranking motor. If you get no output then you know you have a wiring issue or a pulse pack issue or sensor issue. A sensor wire could be a problem too. I guess it would help if you provided a little more info on what you have done already.
