1969 Johnson 4 Horse Has no Vacuum

I have this old motor that has been sitting in a garage forever, looks super clean inside and out like its barely been used. Except it wont start. The main symptom is that there is no suction coming through the carb and all fuel just dribbles out the end of it. Its got 75 psi in both cylinders and there's air coming out of the exhaust, so I'm thinking there has to be an air leak somewhere. I found that the bottom gaskets between the block and the engine cover were leaking exhaust so I replaced those but it made zero difference. I am turning the flywheel with a drill and getting not even a single pop. Its got brand new spark plugs that look to be firing strong and on time but I haven't tested them. I took the carb all apart, everything was in order not a speck of grime on it. And I tried spraying starter fluid into the throat with the carb off and cranking it but nothing. Does anybody know what the problem could be? I guess I'll dig in and keep replacing gaskets but I want to hear some more ideas. Thank you!

Your spark is not strong enough.----Pull the flywheel as the coils are likely cracked.
