1969 Johnson 55hp starting procedure

I inherited an old boat with a 55hp johnson motor. I tried to start it and it is getting power, but will not turn over. I have never owned a boat and feel I am probably just not starting it correctly. Turning the key only activates the motor with the start lever not engaged. The lever has an arrow to pull it back to start, but when I do and turn the key - nothing.

what do you mean by its getting power but will not turn over if the battery is good it could be the starter<br />pull the cover off and look at the fly wheel if there is a grove in there that means you can manualy start it get a pull cord and try that if that works than its or starter

Thanks for the reply. The flywheel turns and it acts and sounds like it is trying to start, but won't.
