1969 Johnson surfer power tilt not working

I have a 1969 Johnson where the power tilt is not working. Both solenoids click when I press the dash button up and down. I want to check the solenoids and tilt motor with voltage and need the dummie version on how to do so. What type of equipment to use and where to connect etc....
