1969 v4 115 johnson no reverse or nuetral

I own a 69 115 johnson outboard. It runs a little rough like it bogs down. Also when you put it in reverse it goes forward,not real fast but it goes forward maybe 10 mph. Plus in nuetral she goes forward at a slow idling speed. I have no idea what it could be, but the weird thing is after I ran it the last time, just before i took it out of the water it seemed to work fine, everything was ok. So I thought maybe you guys know whats up.

Maybe your electic shift is bad?<br />Spring loaded to forward.<br /><br />Set the ohmmeter to the low scale. Connect one lead to the green wire to the lower unit, and the other lead to a good ground. The meter should indicate 5 to 7 ohms do the same for the Blue wire.
