1970 20hp sea king not starting please help!!!

Hey guys I am at my wits end with my motor I have a 20hp Sea king that I restored and for some reason i cannot get it to start to save my life lol. So you know what all I have done wiht it I completly rebuilt the lower unit new seals gaskets and what not ..in the upperdeck magneto got checked powerhead is good to go. completly rebuilt the carb. so after doing all this I put it on my rig and put a barrel under it primed the bulb and it got hard. so I gave her a choke and started yanking. it made a loud pop kinda like a backfire and some bubbles came up in the barrel so i took the choke off and yanked some more and nothing happened . so i checked the bulb and it was still hard. so I re choked and tryed firing it again same thing happened it popp's and more bubbles.So I then go and check both the plugs and they are dry as a bone in the sahara.. I am baffled could it mabe be the inlet valve in the carb maybe put in wrong ? Anyways I would really appreciate any help or advice you could give me on this. And I appologize for the spelling its not my strong point im just an ole country boy trying to put some dinner on the table never worryed to much about schooling.

Plug wires on right?
Spark?
Compression?
Loosen the float bowl,check to see if the gas has passed the needle/seat?It should leak as soon as it's loose.
No gas? The needle seat is stuck.
If it's popping,then it's getting somekind of fuel.
Plug wire crossed or flywheel key sheared.
Check the flywheel key to see if it's sheared?
