1970 60hp Johnson trouble going into forward

Have been into the lower unit, cleaned filter to gain reverse. This engine had not been in the water since
I rebuilt it. Starts, runs & shifts fine on land with muffs on hose. Put in water yesterday, tried forward &
it attempts to engage, but no luck. Also have used correct lower unit oil Type C. Shifts solenoid working fine.
Disconnected power to green wire, still won't shift. Shift dog appeared fine when I was into the lower unit. Could
this still be the problem? How do I check to be sure? Spring tension was tight.

Disconnect power (voltage) to both shift wires (Blue & Green) at the engine. This should allow the spring loaded clutch dog slam into forward gear mechanically.

If disconnecting both wires as above causes the lower unit to engage forward gear properly, I'd suspect you are using the wrong shift switch.

If forward gear is still a problem with both wires disconnected, I'd suspect that a flaw is preventing the plunger from sliding into the oil pump properly.

I'm sure you already know this, but for the hydro-electric gearcase:
No voltage on green or blue = Fwd
Voltage only on green = Neutral
Voltage on green and blue = Rev

Have checked all the voltage situations. All ok there. I'm just puzzled because it will
shift to all gears with the muffs on in the yard, but when put water to cover prop in yard,
it will not shift into forward. Attempts to shift, but growls.

With both the green and blue wires disconnected and it still won't shift into fwd gr when in the water I'd say you still got some probs in the l/u.

Does that actually mean that you in fact did disconnect both shift wires that lead to the lower unit, ran the engine, and it still did not go into forward gear?

Did you ever figure out the problem? I am having the same issue. I traced all the wires from the switch back to the motor and everything is working properly with the purple green and blue wires. Reverse and Neutral work great but when I put the boat into forward it stays in neutral and just revs up and moves a ton of water but the boat does not move. Maybe the gear is stripped or slipping? Is it expensive to fix something like this? I have already put all of my savings into this 1962 Larson.

The motor is a 1969 V-115 Hydro-Electric Drive.

HELP! lol
