1970 Johnson 60hp electro-matic

When i turn the motor over, prop spins and motor will not start. The "pull up to start" lever on control box does not fix problem, in fact, the motor will not turn over at all with it engaged. What gives?

I have a 71 60hp motor and I suspect it is probably identical to yours.

When you pull up on the warm-up lever it moves the throttle cable which is activating the safety switch. According to my manual, it should turn over in gear at low throttle. Your safety switch is probably out of adjustment. I'm having that issue with my motor now, it stopped cranking over and I've traced it back to the safety switch circuit. I've not pulled the flywheel yet so I'm not sure if it's bad or just out of adjustment.

The safety switch is just doing it's job, which is to prevent starting above a certain throttle setting. A screw in the control limits how far you can move that lever. That is what is out of adjustment. You can see/adjust it down through the slot by the lever.

However, why the motor won't start and run is a different and unrelated problem.

I got my manual today and in the back is a section on adjusting the warm-up lever and safety switch.
