1970 Johnson starter

I'm trying to figure out why my engine wont turn over faster. When I jump the starter directly from the battery on my 50hp it draws so much current that the connection sizzles/smokes a little bit. Any thoughts on why its doing this? thanks,

You might want to bring the starter in for a load test,sounds as though it may be going out.
