1971 50 hp Johnson won't turn off

I am tuning up my 71 50hp and when I run it on muffs suddenly it will just about double it's RPM's and start smoking a lot more than usual.This is after I make a slight adjustment to the needle valves to get highest possible idle speed.

It will not turn off with the key I have to go and pull the fuel connector.

Any ideas??

Another question, the above may just be overheating caused by running the engine on muffs for 15 minutes.

Since I am in neutral I guess that the water pump is not working, is this correct?

Nope----Water pumps work when motor is running , neutral or in gear does not matter.-----Replace the impeller.----Also test the overheat warning light / horn .
