when the starter motor runs, it's suppose to spin the pinion gear up the shaft, and engage the flywheel to turn the engine so it will start... if it's not the starter is either not spinning fast enough, or the shaft needs a couple of drops of oil. check you cables for any cuts, knicks, swelling they have a tendency to deteriorate from the inside out. if the starter motor is turning but the pinion is not, something is wrong.
iwent to brp-evinrude engine diagram, if the motor shaft is spinning and the drive assembly (pinion gear) isn't. you probably need to replace. depends on which starter you have. prestolite #0384785 or american bosch 0384781. numbers for drive assembly. good luck.
before you take any thing apart, that jumper cable from positve battery directly to the big connection on the starter. if this works, recheck cables and connections.
