1971 Chrysler 3.6hp starting issues

I got over the winter a project outboard a Chrysler 3.6hp who sat for some years and had no spark, I took the flywheel out cleaned connections and points, adjust them to 0.20 and I got spark.
I took the carburetor out and clean it, installed new gaskets, I cleaned the fuel tank, installed new fuel line and filter, new spark plug.
I filled the tank with gas 16:1 ratio, gas went thru the lines to the carburetor and started pulling the rope ....and nothing not a single cough or sneeze....nothing....put a spark tester in line and I was getting spark.
I took the spark plug out and it was dry, also the top of the piston was dry, not a drop of gas inside.
I took out the compression tester and I was getting 70psi ...same reading for 3 measuring attempts.
Out goes the carburetor, took the reeds plate out and it was looking good, sprayed the with some carburetor cleaner and installed it back,, took apart the carburetor including the jet and everything is clean, float is ok and working.
I rotated the flywheel with my hand and as far as I can see the bottom reeds opens a little, I try to test the suction with a napkin and it was getting sucked in.
Put everything back together, chocked the engine pulled the rope for 10 min.....noting ......spark plug is dry.
So far what I didn t tried is to swap my 1974 Chrysler 6hp carburetor to the 3.6 and try to rule it out.( they look almost identical )
Please help with any ideas.

Sounds like the float might not be letting fuel in?
This the one with the gas valve on the front? Turn the gas on and loosen the float bowl.
See if the gas flows?
If it's set for years? the carb might need a sonic cleaning or a good soak.

How'd you set the air screw? 1 1/2 turn out.

70# comp sounds low, try another gauge?
Harbor freight comp testers usually don't read right.

Jerry as usual you are the prompt one...thank you.
Carburetor was soaked for one week in parts cleaner and sprayed witch carburetor cleaner.
The float works I tested it and it gets fuel , when the screw is open in the bottom fuel pours out.
The second compression tester shows 72 PSI, I have a copy of the manual but can t find any info related to the original compression PSI.
The idle was adjusted 1 1/2 turns.
What I did not do is take that little metal cap of that covers the idle ports ( the ones behind carburetor throttle plate.


PS - When I took the float bowl out and looked inside there is that big jet you unscrew with a u shaped screw driver ....inside is another thin tube that goes inside the carburetor throat.
That tube is not perfectly centered in the middle of the jet is bent a bit toward the jet edge.

Tried started fluid ...no go just a rare sneeze, sync is ok triple checked .
I might scrap this one it annoys me to much , plus is a small motor don t know if it is worth effort plus the parts are rare not to mention the odd water impeller.

Then try opening the air screw more.
Sometimes the farther it's open will make it start?????

Had a 85 85hp the manual says 1 to 1/8 1/4 open.
It needed 3 full turns before it would start and idle.
