Engine runs fine at idle and when engine is RPM is increased in neutral. Under load engine wants to cut out. Cleaned carburetor and fuel filter. Good spark and compression. Checked fueld pump, looks good. Could this be bad fuel?

Even if you have good spark, I would suggest visually inspecting the points. I have had basically the same hesitating or stumbling a number of times.

1. Cleaning my points solved the problem each time since 1984 on my 1970 35HP Chrysler. Initially I felt the points had some oxidation from sitting torped 8 months out of a year. An ohometer might tell you something.

2. Eventually I noticed an oily look, to realize I was putting too much oil on the wic affecting the points.

3. Remember a plug might fire good openly but not under compression. Have you changed plugs lately?

4. Can you think of any thing that led to this condition? Do you treat your fuel with StaBil or etc?

Attached is my Mag Dist:

Good Luck!

Oops! I finally learned to adjust my carb in the lake on the trailer vs in my barrel. The load from the volume of water had a definite affect on the tuning. Good hard runs using StaBil in fresh fuel made a big difference. Such as, I starting fishing about 5 miles out vs .5 mi and the engine started running better at idle and WOT.
