1972 Evinrude 50HP won’t start Help

Hello everyone,
I have a 1972 Evinrude 50 HP that won’t start
I have replaced the water impeller, solenoid, and got to lower unit gas in.
the remote clicks but no start.

sandpaper all leads until bright, incl. battery leads. If nothing, try jumping from the truck. If starter cranks properly, have boat battery load tested and replace if necessary. If nothing gets the starter to crank, pull it off and clean it, then bench test and possibly replace.

What does ----" got to lower unit gas in " mean??-------Never heard that term before.
