1972 Johnson 25 HP won't run at low or mid speed

I recently got my 1972 Johnson 25 hp running and It ran great at all speeds 2 weeks ago but when I took it out today it kept sputtering and coughing at low to mid speeds. It was also really hard to start after it died. But it ran great at WOT. Recently had a carb kit and new head gasket. The fuel primer bulb stays hard so I don't think it's a fuel pump. The issue just got worse and worse as the day went on. Could it be a plugged carb? I have an inline filter and just cleaned the carb/ rebuilt it a couple weeks ago.

Yep could be a plugged carb, run some soft wires through the small channels and blow them through.
I use carbcleaner aerosol to provide the air pressure
