But the running lights should not be connected to that fuse. If they are, you have some other work to do. But lets assume it is rigged properly. Have you removed and cleaned all the battery connections shiny bright and reinstalled them securely? That is always one of the first steps. After you have done that, and if you still have no power, it is time to break out the multimeter and start circuit testing. Don't guess and replace good parts---TEST There is no magic in electricity, it all makes logical sense.
EDIT: I just re-read your post. You said you have power to the front of the solenoid, but nowhere else. Yep sounds like a blown fuse, except for the running lights as I mentined. It ALSO is typical of corroded battery cables or connections. Follow through as I suggested.
