1972 johnson rewind starter

On the underside of the pully it says arrow here rope recoiled and there are 2 marks.. When the rope is recoiled the arrow is off by 2 inches.. How do I make the pully line up with arrow? Edit sorry it is a 25 hp.

Change length of the rope.-----The whole concept is to time the ELIPTICAL pulley.----Makes it easier for the ladies to start one of these motors.----Effort required on compression is when rope is further away from center.----Other times it is near center for faster turning.------Elegantly simple concept.
