1973 135 Evinrude hard start

I just brought a 1973 Evinrude 135. The fellow that sold it said it was hard to start. It needed a shot of starting fluid to get it going. I got it home and put new plugs in and sprayed out the carb. I noticed that the primer ball was old and replaced it and checked the filter. Tried to start it again and same thing. Cranks fine, but will not start. One small shot of starting fluid and it kicks right over. Runs fine and will start back up, even if sitting a while.
And my next step should be?

First,quit using starting fluid, could cause major damage.
Is your choke system working properly?

Next step....THROW AWAY THE STARTING FLUID!!! It can really harm a two stroke!

Spraying out the carb? If you did not take the carbs apart all you did was clean the throat.

Check your choke flaps. Some look like they are working but the fuel circuit might be clogged.

It really sounds like you need to rebuild the carbs

Heck I've used starter fluid all the time on my twostroke cause I took the choke system off....I even raced it and never had any problems...

skerbo, is your choke knob, on the front of the motor, in the center detent (automatic) position? It can't choke electrically if it is pushed all the way in.

Agree with FR. Make sure the choke butterflys are closing when the key on and the separate choke switch is pushed up. You may have to take the airbox cover off to visually check the choke plate operation. Normally, the engine should start easily when choked and carbs are full of fuel.
