1973 25 hp water in cylinder

I just got a 73 25hp evinrude on the back of a pontoon boat that has been sitting for some time. I had no spark and put in points and condenser. This fixed my spark problem. I put in back on the boat which is in the water and got it started for about 15 seconds. Then it quit and will not start. I pulled the plugs and I notice water in the cylinders. I am in WI so I am some what concerned about a possible freeze and break. With the motor being on the boat water should have drained out of the motor the last time it ran and not need any winterizing correct????? I am doing a compression test right after I am done typing this and will post what I find.

I just checked compression and I have 135 in top and bottom cylinder

ok I pulled the exhaust cover and see lots of milky fluid in the exhaust chamber. the surface between the cover and the tin plate are dry and show no evidince of water. I have good compression does any one have any clues

Bad head gasket-warped head? Remove head, get 1 piece of emery cloth, lay oit on a flat surface (glass works good) Move platge, casket side down in a figure * motion until flat. Reinstall head with new head gasket and torque head bolts to spec.

Drop lower unit and inspect/change out water pump impeller. Just to be on the safe side.
