1973 40hp Evinrude Norseman 40355D

I am having a bit of issue with the motor running. It sound like it is running out of gas when it has a full tank, used fresh gas, checked all fuel lines, rebuilt carburetor, set carb to right setting, and changed plugs. It is using an excessive amount of gas. When I go to rev up the motor, it smokes a lot like it is flooded. What could this be? Also where can I hook up a tachometer to the motor? There is no gray(tach signal) wire.

Check fuel pump diaphragm.----Test run with another tank and hose.----Tachometer would need to run of the magneto ( rare item ) I think.-----Or look into a ----tiny tachometer -----Using google.
