1973 65hp Evinrude Runs Great then Won't Crank

I bought my motor a year ago and the motor runs great in the water, until I turn it off. When I try to turn the motor back on it will do nothing and eventually floods. I have replaced the power pack and all three ignition coils (they were cracked), but I am wondering if it may be the water pump. Any suggestions?

Good day to you,
First of all if the water pump hasn't been changed out then I would defintiely do the water pump replacement and also if the carbs haven't been rebuilt I would rebuild those also especailly if there flodding the engine sounds to me the needle and seats in the carbs are worn out and that is what is causing the flodding problem with fuel. Someone on this forum will chime in with more experience and let you know but that is what I am thinking is going on. Take care, Bob:)

floats sticking. rebuild the carbs and change the floats.
