I have or.. had a similar issue with my 9.5 which is going to be retested in a few days

compression 65-70 good points coils carb cleaned etc.…….

but at full FAST I noticed the throttle plate as about 45 degrees open vs full open

make certain you adjust the linkage ok see picture

that slow speed needle is for idling

the main HS jet is inside and behind the lower carb bolt

BACK FROM THE COTTAGE…

well bummer…. it idles fine but dies at hs even with pumping the hose..

I installed a chinese fuel pump and I think it is the problem ….. more testing next week

i remember doing a blow test on the cheap pump and the "in to out" test was kind of hard to push air so I may have a fuel restriction issue

carb is spotless all electricals redone and timed carb linkage adjusted etc... looks like fuel issue

carb is ok .. i'll simply try another pump with a better air flow test

I have reworked several 9.5hp but this one is fussy ….and won't win :)

Those throttle levers have given me a lot of grief on the 9.5's. They seem to stick and/or bind out of the blue for some reason. The throttle gear teeth are also weak and had one tooth break off recently when I lent the motor to someone. The outboard was in top condition with little wear on it.
