1973 chrysler 70 hp no pumping water

I've hooked up the water hoes to the lower foot but there is not water coming out the water ports, i put the lower foot in a tub full of water but still not water flowing. I pulled off the lower foot and checked the impeller, every thing looked ok. Also how would you remove the impeller.

Top thread is a post on how to change impeller.Big screwdriver???
The 1 or 2 holes in the back aren't for exhaust.Most exhaust/water comes out the snout on the bottom of the cavitation plate.
They're for pressure relief.
Under power the motor pumps way more water than it can use.
There is a spring loaded plug that releases and excess water comes out there.
