1973 chrysler 70 hp not pumping water

I've hooked up the water hoes to the lower foot but there is not water coming out the water ports, i put the lower foot in a tub full of water but still not water flowing. I pulled off the lower foot and checked the impeller, every thing looked ok. Also how would you remove the impeller.

has to be impeller, seal, housing, or a clogged tube or water port. a model # will help the techs answer the Q better.
