1973 evinrude 18hp no power at WOT

I have a 1973 18hp evinrude I cannot get to run in WOT . It has small spurts where it runs excellent for a few seconds then dies back down. It starts relatively easy and idles good. I had overhauled the motor and was running it its first time as per the break in procedure and only had issues when I was starting to give it some throttle. Like I said before it goes really well and dies out .runs well in wot in small spurts with majority of the time having power loss


The motor was overhauled . Bored .030 over new pistons ,rods , rings are properly gapped to spec all new bearings and cages compression good on both clyinders.

Replaced points and condensers, points set to 0.020 at the set mark on the cam. Replaced coils
Replaced plugs j4cs .030 gap.
I do not have a tool to set the driver coil flush but used a flat bar like I have before . Driver coil tested good with multimeter. Woodruff key not sheard. Torqued flywheel to 45ftlb

All new fuel lines. Fuel pressure 3psi while reving motor
carb rebuilt and properly cleaned idle and high speed needle vavle/orifice cleaned and in good shape. Float height set to spec.
Primer bulb stays stiff and motor does not run better if i pump it

I had re sealed the lower unit and everything was in good shape down there when I revealed it . Drained and replaced fluid after first test on water no shavings or metal

No noticeable leaks anywhere on the power head i intalled a full reseal kit both plugs look the same after removing and inspecting them a little wet with oily gas. I had a second power head kit so I removed the intake to inspect the reeds and the side port covers to check the pistons and rings out and nothing seems damaged.

I do see a little black sludge underneath the power head where the bolts mount the power head and some dripping out of the holes on the lower unit

Im wondering if I have a leak on the gasket underneath the powerhead but not sure if a leak on that gasket would cause issues at WOT .I'm stumped and any ideas would be greatly appreciated.

It sounds like you have more knowledge than myself with small outboards, but for what it’s worth, I had similar issue years ago after rebuilding carb. It was the float height setting in my case.
