1973 evinrude 25 horse impeller change?

I have a 1973 Evinrude 25hp outboard, but can't figure out how to get the lower unit to come down all the way. I took off the 4 bolts and the 1 nut. And where is the oval shaped plate with the 2 bolts located?

The oval plate is in the side of the midsection, part # 13 in the diagram.

Be very careful that you don't crossthread the bolts in the shift shaft connector and that you get the shift rod groove back in the connector where the bolt goes through the groove in the rod or you will rub the threads off the bolt. ALso, don't lose the impeller key out of the driveshaft.

I hear they don't allow 2-strokes there except for etecs??!!

That's a myth.
There is only a few lakes that don't allow them and those are smaller lakes in the Bay Area. There is probably a few down South as well.
The politicians and 55% of the population in CA is nuts so a ban will probably happen one day.
