1973 Mercuiser 140 choke/carb/throttle linkage issue

I have 1973 Mercruiser 140 with a Rochester 2 barrel carb. My problem is that the butterfly will not open when I throttle up and sometimes on start. However, I can get the boat started, but it only barely runs with the throttle fully down. But, then I manually open the butterfly and the boat takes right off. Nevertheless, sometimes if I stop the boat without backing the throttle all the way off, it will start and take off fine again. However, if I back the throttle all the way down or go in reverse I will have to manually open the butterfly the next time to take off.

I don't know if this a possible linkage issue or a choke issue. As I said the boat starts, but it barely stays running at idle if I have it wide open. I worked on the carb. this spring, so I am thinking it maybe a linkage issue, but also may have something to do with the choke. Kinda lost here. Any thoughts suggestions or advice??
