The water is just kinda dripping out the drain hole while Idle? Is it supose to do that? Even running wide open it is not coming out like I think it probally should.

When was the last time an impeller was put in it? Also, check to make sure no varmints have stopped up your tell-tail. You should have a steady stream of water coming out.

stick a piece of wire in the hole and twirl around a bit mine did the same thing and it kept cloging but after about 5 times of doing that it came out steady and clear ......
