1974 4 hp evinrude not drawing fuel into either cylinder from carb.

Seems I am spending too much time trying to fix motors and not enough using them so I need to sell this one and another, but for the life of me, I can't seem to get it to draw gas into either cylinder. Carb has been rebuilt, but even if i spray gas mix down the throat of it, the plugs stay bone dry. i thought it might be an issue of a blockage in the fuel line and pulled that off the carb, but it doesn't affect it either. Am i missing something or do i need to start thinking of the reed valves?

Can you activate the throttle lever by pressing down on it? Does your throttle open when you rotate the tiller handle?

I haven't done a compression test, that was kind of in the back of my head this morning. Tonight if i can find some time. As for the throttle, it is on the side, direct drive model, but yes, it does open correctly. I'll look at the compression today after work. It was frozen a few years ago and had a new head gasket and possibly rings so i was assuming it was unlikely to be the issue. Thanks,

well, i finally got back to this project and at one point disconnected the gas line which promptly blew gas in my face. Suggested to me i had a fuel pump issue or a line blocked on the tank side creating some back pressure, not a carb or compression problem. I replaced the fuel pump and it runs like a champ. Thanks for all the advice.
