1974 850 water pump question

Is the pee stream on a 1974 merc 850 dependent on thermostat opening before the telltale shows a stream of water or should it be right after the engine starts?

There is no thermostat on your engine and water should appear with in 15 secs. after starting. When was the last time you replaced the pump impeller?
